Securitization Utility Prototype Build                                                                                                        (7/2011 – Present)

Strategy reset of Securitization initiative (summer/fall 2011) included unprecedented outreach to industry and resulted in an (equally unprecedented) hybrid buy/build strategy for a new platform.

  •  Drove technical proof-of-concept build of SOA-based foundation for new securitization platform
  •  Established agile implementation environment (facility, team, coaches, executive sponsorship)
  •  Key driver of securitization prototype build by cross-functional agile team.
    • Negotiating contracts and managing performance of development implementation partners
    • Negotiating vigorously with the technology organization to insulate the prototype team from the weight of  legacy governance and compliance processes during the prototype build
        • Maintaining a start-up environment which allows for the innovation and value-production velocity already noted by our board and regulators as a model of effectiveness.
  • Our team delivered a securitization utility prototype 1.0 on time and under budget
    • This accomplishment directly influenced FHFA  strategy as expressed in their Strategic Plan and the securitization platform White Paper (co-authored by FHFA, Fannie Mae and Freddie Mac teams).

IT Managed Services Launch                                                                                                              (10/2010 – 6/2011)

Drove provider selection process on behalf of the CIO for five business-aligned technology organizations, creating Fannie Mae’s first strategic IT outsourcing (ITO) program.

  • Negotiated 5-year contracts (9 -figures) with three top-tier managed services firms. All service delivery is via onshore labor, and it  includes:
      • Application Development & Maintenance (ADM)
      • Software Configuration Management (as a shared service)
      • Level 1 Service Desk (as a shared service)
      • Testing (as a shared service)
  • Established and staffed Transition Management Office (TMO)
  • Success of this initiative resulted in our team being asked to form the Strategy & Transformation Office
